Where to find it

Blackguard Big Boggart sells it for 600 runes each once he has moved to the Capital Outskirts. If he dies, the Twin Maiden Husks at the Roundtable Hold will sell it for the same price after you give them Blackguard’s Bell Bearing, but only if you bought at least one from him first.
