From Renna at the Church of Elleh at night, after Melina has given you the Spectral Steed Whistle. If it is daytime, rest at a grace and pass time until night. She calls out to you when you arrive, so she is hard to miss.
If you have already met Ranni the Witch at Ranni’s Rise, Renna no longer appears at the church. In that case, buy the bell from the Twin Maiden Husks at the Roundtable Hold for 1,000 runes.
