Where to find it

The Astrologer starts with it. A Nomadic Merchant east of Saintsbridge sells one for 600 runes.

It also has a 4% drop chance from short-sword-wielding enemies such as Highwaymen and Godrick Foot Soldiers. Murkwater Cave has many Highwaymen close together, which makes it a decent farming spot.
