In a treasure chest at the Church of Vows in Liurnia of the Lakes, near the Basin of Atonement, together with the Golden Sewing Needle.

Item description & lore

Radagon is closely linked to tailoring: his Preceptors have their mouths sewn shut in a crosshatch pattern that mirrors his Elden Rune.
