It needs only 12 Intelligence and is a lower-damage, lower-cost version of Glintstone Pebble, ideal for low-cost poking.

Where to find it

Give the Academy Scroll to Sorceress Sellen, Miriel, Pastor of Vows or Preceptor Seluvis, then buy it for 600 Runes. If that teacher dies before you buy it, trade their Bell Bearing to the Twin Maiden Husks at the Roundtable Hold and buy it there.

If Sellen, Miriel and Seluvis all die before you hand over the scroll, this sorcery is lost until your next journey.
