Dropped by Wandering Nobles in a cowl who walk with a large banner and a horn. Two of them roam near the Agheel Lake South site of grace in Limgrave: one up the hill to the east, the other north along the road. If you let the nearby Kaiden Sellsword wander off first, you can deal with the noble undisturbed.
Item description & lore
Durable leather shoes worn by aristocrats of the capital when travelling, and favoured by the old. After the Shattering these nobles left their homes, becoming undying wanderers, a sad result of life that refuses to end.
