Where to find it

Buy it from Preceptor Seluvis in Liurnia of the Lakes for 6,000 Runes. If Seluvis dies before you buy it, hand Seluvis’s Bell Bearing to the Twin Maiden Husks at the Roundtable Hold and buy it there for the same price.
