Has a chance to drop from the Noble Sorcerers who wear it. Two groups can be found near the Agheel Lake South Site of Grace in Limgrave: one up the hill to the east, the other along the road to the north. Let the Kaiden Sellsword riders pass first and you can deal with them undisturbed.
