Sold once by Bernahl for 1,200 Runes, either at the Warmaster’s Shack in Stormhill or later in the drawing room of Volcano Manor.

If Bernahl dies before you buy it, give Bernahl’s Bell Bearing to the Twin Maiden Husks and buy it from them for the same price.

Once you own it, you can duplicate it with Smithing Master Hewg using Lost Ashes of War.
