Ten can be collected per character. Known sources include:

One from Pidia, Carian Servant at Caria Manor (1,500 runes).
One from the Isolated Merchant in Greyoll’s Dragonbarrow (3,000 runes).
One at Laskyar Ruins in Liurnia of the Lakes.
One in a chest at the Academy of Raya Lucaria, guarded by sorcerers and a Living Jar.
Two in Jarburg.
Two in Auriza Side Tomb in the Capital Outskirts.
One in the Subterranean Shunning-Grounds.
