Mostly found as loot. Known spots include:

Limgrave Tunnels: before the third elevator, drop down the ledge on the left and keep landing on the surfaces along the wall. A platform with a corpse holds a Golden Rune 1, and the next one has this stone.
Limgrave: on a corpse sitting in a chair out in the field.
On a corpse sitting in a chair under a massive rock outcropping.
Dropped by a Teardrop Scarab south-west of the Artist’s Shack (Limgrave).
Dropped by a Teardrop Scarab on top of a ruined building in Limgrave.
Church of Dragon Communion: a Teardrop Scarab on the lower cliff near the southern point drops one.
Dropped by the Lion Guardian in Stormveil Castle.
One in Morne Tunnel.
One in the Raya Lucaria Crystal Tunnel.
